Razor had tons of people they just weren't all in 49-. The decision was made not to engage in 49- so most of the Razor folks went around killing capitals and poses nearby instead. Check Frontal Impact's killboard for a bit of what they were doing. 
aahh i see, but than i dont understand the razor internal whine post about "we had over 190 people in alliancechat ! but only 80 in fleet!" seems your terrible biggest naptrain ever in eve gonna starting to fail
